Umo Eno Presents ₦1.39tr 2026 Budget, Prioritises Expansion, Growth,Federal Alignment

Akwa Ibom State Governor, Pastor Umo Eno, has presented a ₦1.39 trillion Appropriation Bill for the 2026 fiscal year to the State House of Assembly, describing it as a People’s Budget of Expansion and Growth aimed at deepening development across critical sectors.
Speaking during the presentation at the Assembly complex in Uyo, the Governor said Akwa Ibom is now firmly aligned with President Bola Ahmed Tinubu’s reform agenda following the state’s transition to the All Progressives Congress. He noted that the shift was informed by the overriding interest of the state and its people.
“With 24 lawmakers, 30 council chairmen, members of the Executive Council and our political structures now in the APC, Akwa Ibom is strategically aligned with the centre,” he said.
Governor Eno outlined key achievements under the Arise Agenda, including support to over 69,000 farmers, expansion of palm crop cultivation, model schools, improved healthcare facilities and major infrastructure development. He disclosed that more than 900 kilometres of roads are currently under construction across the state, alongside investments in security, water supply, tourism, aviation, social welfare and the growth of small businesses.
In the health sector, he highlighted the re-engagement of 1,300 retired workers, recruitment of 2,000 new staff and ongoing upgrades of hospitals and primary healthcare centres. He also referenced continued work on the new international hospital and diagnostic centre. On education, he reaffirmed the government’s commitment to using quality schooling as a tool for lifting people out of poverty.
Presenting the budget details, the Governor proposed a 75 percent capital expenditure and 25 percent recurrent spending structure. Roads and major infrastructure projects are expected to gulp ₦387.5 billion, with significant allocations to education, health, SMEs and strategic development projects across the state. Revenue projection for the 2026 fiscal year stands at ₦1.146 trillion.
He appealed to political actors to conduct themselves responsibly during the election season, stressing the need to preserve peace and unity.
“Even if you disagree with us, let us play politics with decorum. The brother you fight today may become your ally tomorrow,” he stated.
The Governor urged lawmakers to give the budget timely consideration, assuring that his administration remains committed to delivering people-focused governance through the Arise Agenda.
Responding, Speaker of the House, Rt. Hon. Udeme Otong, described the budget presentation as a key democratic ritual. He commended the achievements of the administration in tourism, humanitarian programmes such as the ARISE Compassionate Homes and other interventions that have restored hope to many households.
He appreciated the ongoing renovation of the Assembly complex and the provision of a temporary workspace, assuring that the House will scrutinize the budget thoroughly to ensure efficient resource allocation.
In his vote of thanks, the Leader of the House, Rt. Hon. Otobong Bob, praised the Governor for presenting a bold and development-driven fiscal plan. He lauded the 75 to 25 capital to recurrent ratio, describing it as a clear demonstration of commitment to growth. He said the House will act swiftly to ensure timely passage of the budget in the interest of Akwa Ibom people.
