High Court Blocks Police Move to Resume Tinted Glass Permit Enforcement
A High Court in Delta State has granted an ex parte injunction stopping the Inspector General of Police and the Nigeria Police Force from resuming the enforcement of the tinted glass permit policy across the country.
The order was issued on Wednesday, December 17, 2025, by Justice Joe Egwu. The court also restrained the police from harassing, arresting, detaining or extorting motorists and members of the public in connection with the policy.
Justice Egwu directed that the injunction should remain in force pending the hearing and determination of the substantive suit.
The ruling followed a suit instituted by a private citizen, Mr. Israel Joe, who opposed the planned resumption of the policy. He was represented by a team of lawyers led by Senior Advocate of Nigeria, Kunle Edun.
The decision has temporarily stopped the Nigeria Police Force’s earlier plan to recommence enforcement of the tinted glass permit policy on January 2, 2026.
The court order comes amid renewed public concerns over alleged excesses by security operatives during past enforcement exercises. Further proceedings are expected when the substantive matter is heard.
