GRASSROOTS: Group Demands Ikom LG Chairman's Accountability of N3.7bn 2024-2025 FAAC Allocation

A Non-Governmental Organisation (NGO) has demanded that Ikom local government Chairman accounts for the sum of ₦3,724,279,070.30 FAAC Allocation received between November 2024 and June 2025 alone.
This amount represents monthly average inflows of about ₦465.5 million to the Council,
exclusive of internally generated revenue (IGR) and special grants.

Resource And Development Centre (RRDC), Prince Odey Oyama, in a letter to the chairman requested for the publication of the blue print, budget and FAAC receipts for transparency and accountability
Oyama, a Human Rights and Environmental defender, said it has become imperative that elected leaders at the grassroots are held accountable to restore good governance at that level because monies accruing to them are from the tax payers.
The letter with reference No. AAC/11/2025/01 and dated Tuesday, November 11, 2025 and copied to the Presidency, Gov. Bassey Otu, EFCC, IG and others read in part: "We write as a concerned citizens and stakeholders in Ikom Local Government Area, with great interest in the development trajectory and prudent management of our local resources.
"We have read with keen attention your recently published list of achievements marking one year in office as Executive Chairman of Ikom Local Government Council. While we commend every sincere effort aimed at improving service delivery and local governance.
"we are equally convinced that genuine progress must be anchored on transparency, fiscal responsibility, and measurable impact.
From the verifiable evidence on the ground, it appears that the total value of all the projects
enumerated in your report may not exceed ₦50 million. However, official FAAC
disbursement records from the Office of the Accountant-General of the Federation (OAGF)
indicate that the Ikom Local Government Council received a total FAAC Allocation (₦)

In the light of Freedom of Information Act (FOIA) 2011, Oyama demands yhe official blueprint or policy framework guiding your administration’s priorities and
implementation plans, approved budget of Ikom local government council for the financial years 2024 and 2025, and a detailed statement of all receipts and expenditures, including monthly FAAC allocations, IGR, grants, and special intervention funds received during your tenure to date.
The organisation also demands comprehensive breakdowns of all executed and ongoing projects, showing contract sums,
locations, contractors, dates of award, and completion status.
According to him, these disclosures "will not only enhance public confidence in your administration but also reaffirm your commitment to accountable leadership and prudent resource management."
He added that the "people of Ikom deserve clarity on how over ₦3.7 billion in public
funds has been applied within one year," explaining that "proactive compliance with this request will set a commendable precedent in grassroots governance and strengthen trust between your office and the citizenry."
