Fifteen senators on Tuesday voted against the Senate’s decision to retain a manual backup option in the electronic transmission of election results under Clause 60 of the Electoral Act Amendment Bill.
The vote followed a division called by Senator Enyinnaya Abaribe during clause-by-clause consideration of the bill. Abaribe opposed the proviso in Clause 60(3), which allows manual transmission of results where network failure occurs, insisting that transmission should be mandatory and conducted strictly in real time.
After a brief stalemate and a closed-door session, the Senate President, Godswill Akpabio, put the matter to a vote.
“This is democracy in action,” Akpabio said, asking lawmakers to indicate their positions by standing.
At the end of the exercise, 55 senators voted to retain the manual fallback option, while 15 voted against it, insisting on compulsory real-time electronic transmission without exceptions.

The outcome means the Senate has again upheld its position that where network failure occurs, manually signed result sheets will serve as the primary source of election results.
