Abandonment of Road Construction Project in Calabar Municipality: A Case of Fraudulent Contracting.

Introduction:

The abandonment of the road construction project in Ikot Effanga Mkpa, Calabar Municipality Local Government Area, Cross River State, is a clear case of fraudulent contracting. Despite being mobilized by the Federal Government, the contractor, SWASS ENERGY INTERNATIONAL LIMITED with Registration Number RC - 1572878 Incorporated on the 27th of March 2019 by one Engr. Esonwanne Henry Ifeanyichukwu (Both as Director, Secretary and shareholders of the Company while Engr. Ubawuchi Emmanuel Michael Operates as Shareholder (More Details on them in the Follow up report),

These Duo has failed to execute the project, leaving the road in a deplorable state. SWASS ENERGY INTERNATIONAL LIMITED whose original area of interest during registration is for SALE/DISTRIBUTION OF PETROLEUM PRODUCTS (TO CARRY ON THE BUSINESS OF PETROLEUM PRODUCTS; OIL & GAS; BUYING AND SELLING AND CARRY ON THE BUSINESS EITHER AS INDEPENDENT MARKETERS OR OTHERWISE FOR SALE OF ALL VARIETIES OF PETROLEUM PRODUCTS INCLUDING PETROL, GASOLINE, ENGINE OIL

AND TO CARRY ON BUSINESS AS PETROLEUM MERCHANT) SWASS ENERGY INTERNATIONAL LTD's headquarters is located at 10c, Engineer George Enemoh Crescent Lekki Phase 1, Lagos Branch office - Plot 124, East-West Road, Ekeme, Port Harcourt, Rivers State.

Background: The project, which involves the construction of access roads and adjoining roads, was awarded to SWASS ENERGY INTERNATIONAL LIMITED, with WALTZ ENVIRONMENTAL SOLUTIONS NIG LTD serving as consultants.

The project was intended to benefit the Oando Primary Affected Host Communities in Odukpani, Akpabuyo, and Calabar Municipality LGA. Issues: - The contractor has abandoned the project site, despite receiving mobilization funds from the Federal Government.

The road has caused several accidents, destroyed cars, and forced residents to spend money on frequent repairs. 

 The community had even appreciated the contractor in advance, expecting prompt completion of the project. 

 Despite promises and years of waiting, no work has been done, leaving the road in a hazardous state. Call to Action: We demand that SWASS ENERGY INTERNATIONAL LIMITED return to the project site and commence work immediately. Failure to do so will result in legal action and public outcry.

We will not tolerate such blatant disregard for the safety and well-being of our community. Evidence: Attached are pictures and documents supporting this report.
